  low as 30 below zero expected through early this afternoon.

* WHERE...Portions of central, east central and northeast
  Missouri and southwest Illinois.

* WHEN...Through 3 PM CST today.

* ADDITIONAL DETAILS...The cold wind chills could cause
  frostbite on exposed skin in as little as 30 minutes.
